New updates and improvements to Tradewind.

  1. tradewind-element

The Tradewind OTA Enterprise Office (operated by IN3), in conjunction with the Joint Artificial Intelligence Center (JAIC), will host a competitive process to seek object detection, classification, and tracking algorithm development applicable to midwave IR (MWIR) sensor/phenomenologies. This effort is intended to help understand how these algorithms perform in a larger Train, Test, Monitor, and Deploy enterprise level service model framework. Part of the competitive process will involve collaboration with existing rigorous T&E processes and protocols.

  2. The government has also released the following statement concerning TW-21-0004 (AESOP):

“The Government is in receipt of Questions regarding the Project Announcement, all Questions and Answers will be posted via Vulcan prior to the submission deadline. Vendors who have submitted questions and would not like them posted, please email Tradewind004@in3indiana.com.

The Tradewind OTA Enterprise Office (operated by IN3), in conjunction with the Joint Artificial Intelligence Center (JAIC) will host a competitive process to assess and acquire technical solution(s) to rapidly implement an AI/ML informed Advanced Learning Management System and tightly coupled Resource Scheduling System to optimize the flight training timelines for Naval Aviators. This program supports the requirements of the Chief of Naval Air Training (CNATRA).

The initial submission deadline was 08/09/2021 at 0800 EST.

As of 09:30 on 06 AUG 2021, the submission deadline for AESOP (TW-21-0004) has been extended to 15:00 EST on 10 AUG 2021.

  3. “Perceptor”, formerly referred to as “Spaceptor”.

The Tradewind OTA Enterprise Office (operated by IN3), in conjunction with the Joint Artificial Intelligence Center (JAIC) will host a competitive process to assess and acquire technical solution(s) that can ingest and process Space Domain Awareness (SDA) data from both electro-optical and RADAR data at “the edge” to enable timely and accurate SDA. This effort is vital to informing decision makers on what actions are occurring on orbit and identifying potential threats (manmade or natural) to assets.

The initial submission deadline is 08/02/2021 @ 1700 EST.

The submission deadline for Perceptor has been extended to no later than 08:00 EST on 09 AUG 2021.

    Pre-release Opportunity Announcement

Please note that as of 14:35 EST on 26JUL2021 the project name for this effort has been changed to “Perceptor”.

This effort is vital to informing decision makers on what actions are occurring on orbit and identifying potential threats (man-made or natural) to assets.

This initiative is different than the “SatNet-Shenanigans” deep-space satellite separation effort announced by Tradewind for USSF’s Pivot SDA team.

  5. The Tradewind OTA (operated by IN3), and on behalf of the Joint Artificial Intelligence Center (JAIC), seeks to understand how the U.S. Department of Defense (DoD or Department) can leverage existing commercial and academic Responsible AI (RAI) expertise as it looks to design, develop, procure, and use Artificial Intelligence (AI) capabilities, including AI-enabled autonomous capabilities, in a safe, trustworthy, and responsible manner.

By publishing this RFI, the IN3 intends to collect information from RAI subject matter experts and organizations to identify expertise, products, services, solutions, and best practices available to enable, implement, or advance responsible AI and/or the Principles within the Department.

  6. The Tradewind OTA Enterprise Office (operated by IN3), in conjunction with the Joint Artificial Intelligence Center (JAIC) will host a coliseum event to assess and acquire technical solutions relevant to its AI Accelerator project. The AI Accelerator Project is a multifaceted prototyping effort to establish:

An integrated network infrastructure across multiple service networks,

An AI-enabled “operating system” data and application platform, and

The development of the specific applications on this platform required to enable the utilization of AI at the Combatant Commands (CCMD) to automate and optimize operations.

All technologies developed under these efforts will result in a government owned open architecture that allows for the rapid development of new applications and capabilities through uniform and non-proprietary API and application platform services.
